<P>PROBLEM TO BE SOLVED: To provide an electronic money charging unit and an electronic money charging system for storing electronic money by a deposited sum to an IC card for accumulation by using the electronic money charging unit, and for preventing electronic money from being illegally written in the IC card even when the electronic money charging unit is stolen. <P>SOLUTION: This system is constituted by connecting electronic money charging units A to D through a network such as the Internet to a center server 1. When the electronic money charging units A to D are operated, for example, their authentication with the center server 1 is conducted at the time of supplying power to the electronic money charging units or regularly in order to operate them under such conditions that the authentication is successful. Thus, it is possible to prevent the illegal writing of electronic money using any stolen article due to theft or the like. Also, the authentication with an authenticating device set in the same area is performed, and the system shifts to the authentication with the center server 1 only when the authentication is successful.
