PROBLEM TO BE SOLVED: To provide a heat storage device capable of further reducing power consumption while using an existing heat storage device. SOLUTION: A circulating pump 4 and a circulating pipe 400 for supplying water in an ice heat storage tank 20 to a high temperature tank 11 are provided between the ice heat storage tank 20 and the high temperature tank 11, and the circulating pump 4 is operated to supply water of 15°C held in the ice heat storage tank 20, to the high temperature tank 11 through the circulating pipe 400. Water of 5°C held in a low temperature tank 13 is allowed to flow into the ice heat storage tank 20 to change the water held in the ice heat storage tank 20, into water of 5°C. At the moment when the water held in the ice heat storage tank 20 is changed into the water of 5°C, the circulating pump 4 is stopped, and a brine refrigerator 30 and a brine circulating pump 31 are operated to make ice in the ice heat storage tank 20.
