PROBLEM TO BE SOLVED: To provide a system for recovering a water bloom by an electrochemical technique, which has stable throughput capacity and, from the water treated by which, a substance staying behind or accumulating in an ecosystem is not produced. SOLUTION: The pH of water bloom-containing water 5 is adjusted to a proper range of 5.5-7.0 by dissolving carbon dioxide gas 11 in the water bloom-containing water 5. By aluminum ions eluted from an electrode, a negative charge on the surface of the water bloom of an acid state is neutralized effectively and the water bloom of a neutral state is flocculated effectively. As a result, the throughput capacity of this system can be increased and the concentration of the aluminum ions staying behind in the treated water can be decreased. COPYRIGHT: (C)2005,JPO&NCIPI
