<P>PROBLEM TO BE SOLVED: To provide a carrier tape cutting tool and a carrier tape, performing connection treating of a carrier tape in a shorter time than before, and uniform in quality of the above connection treating. <P>SOLUTION: This carrier tape cutting tool includes: a cutting edge positioning mechanism 150, wherein terminating treating or cut treating can be selected, and when the cut treating is selected, a cut is formed in a base tape to cut only the base tape at the cut, and a cover tape can be projected from the base tape and cut to an arbitrary length.
