PROBLEM TO BE SOLVED: To provide a sub-supervisory and control apparatus and a supervisory and control system wherein versatility is improved. SOLUTION: A sub-supervisory and control apparatus 4 comprises a communication I/F part 13 for performing data communication according to a common protocol between main supervisory and control apparatuses 3 connected by a communication line L2. Thus, all supervisory and control target facilities 2 under the control of the main supervisory and control apparatuses 3 connected by the communication line L2 can become a target of control or the like of the sub-supervisory and control apparatus 4 and in comparison with a conventional configuration wherein only the supervisory and control target facility 2 under the control of the main supervisory and control apparatus 3 communicably connected to the sub supervisory and control apparatus 4 is the target of control or the like of the sub-supervisory and control apparatus 4, the number of supervisory and control target facilities 2 to be the target of control or the like is remarkably increased.
