PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit capable of controlling the electric connection of pull-down/pull-up elements connected to an input terminal or a bidirectional terminal used for input/output of a signal in each of a test mode and a normal operation mode. SOLUTION: This semiconductor integrated circuit having the normal operation mode and the test mode includes a terminal for inputting a signal from at least an external circuit; the pull-down/pull-up elements QN1, QN2 or the like for pulling down or pulling up the terminal selectively; and a control circuit 10 for controlling the pull-down/pull-up elements following the first signal in the normal operation mode and controlling the pull-down/pull-up elements following the second signal in the test mode.
