<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device preventing adhesion and accumulation of material in vicinity of exhaust gas flow inlet end surface of a catalyst carrier and preventing clogging of catalyst carrier, and a vehicle excellent in exhaust emission control function provided with sufficient engine output while maintaining travelling performance. <P>SOLUTION: This exhaust emission control device is provided with a catalyst carrier supporting catalyst and a part of the catalyst carrier 1 in a predetermine distance from an exhaust gas flow in side is covered by material 3 suppressing catalyst action by catalyst.
