<P>PROBLEM TO BE SOLVED: To provide a packet communication monitoring apparatus monitoring quality of packet communication by each model of a mobile communication terminal. <P>SOLUTION: The packet communication monitoring apparatus 10 includes a monitoring section 14, a characteristic analysis section 16, and an abnormity analysis section 20. The monitoring section 14 acquires model information and terminal identification information of the mobile communication terminal 20 carrying out packet communication. The monitoring section 14 acquires characteristic information with respect to packet communication on the basis of packets transmitted/received by the mobile communication terminal 2. The characteristic analysis section 16 calculates an average communication characteristic with respect to the packet communication by each model of the mobile communication terminal 2 on the basis of the model information and the characteristic information. The abnormity analysis section 20 calculates the communication characteristic by each mobile communication terminal 2 on the basis of the characteristic information.
