<P>PROBLEM TO BE SOLVED: To enable personal authentication at a time while bundling all documents for which electronic application is desired, in cases where receipts or the like are converted into electronic data for electronic application by use of the pressure plate of a complex machine. <P>SOLUTION: This device is provided with a user authentication means that sends and receives data to and from an IC card storing personal authentication data to perform user authentication based on the personal authentication data stored in the IC card; an electronic data generation means for generating electronic data by scanning documents; and a job grouping means for grouping a plurality of jobs created by the series of scans into one when the operation of scanning documents using the electronic data creation means has been done continuously.
