PROBLEM TO BE SOLVED: To solve problems of vibration caused in a sheet material w by wind, which is generated by the rotation of a rotor 13 positioned in the vicinity of the sheet material w, deterioration in measurement precision due to vibration of the sheet material w, and danger due to wide exposure of the rotating rotor 13 part. SOLUTION: This measurement device comprises a fixed stator 12, the rotor 13 arranged on the outside beyond the rotation center of the stator 12, a holding mechanism 17 for holding the sheet material w on the rotor 13, and a measurement part 10 for measuring physical characteristics of the sheet material w. In this way, the wind generated by rotating rotor 13 in the vicinity of the sheet material w can be avoided, and vibration of the sheet material w is reduced.
