The device has a coil housing (12) of insulating plastic, a magnetically active 1-core (14) enclosed by a first winding (18) connected to a supply voltage and a second winding (22) connected to a high voltage connection and a peripheral core (26) forming a magnetic circuit with the 1-core. At least one conductive plastic section (28) arranged between the coil housing and the peripheral core is electrically connected to the peripheral core and bounds on the coil housing with essentially no air gap.
