A roofing panel includes an insulation board and a laminate of a metal lay er and a fabric layer attached to the board. The board has a quadrilateral shap e defining four edges and the laminate is attached to the board such that the laminate overhangs at least two of the edges of the board. A roof is formed from a plurality of the roofing panels which are interconnected with one another such that an overhanging ed ge of one roofing panel overlies a non-overhanging edge of an adjacent roofing panel.
