PROBLEM TO BE SOLVED: To provide an image processing apparatus with which the reduction of the waiting time for a patient and the improvement in a hospital work flow are made possible by improving the finishing speed of a film at the time of image processing, an image processing method and a program. SOLUTION: The image processing apparatus has a conveyance means for conveying a film for forming an image, an exposing means for forming an image as a latent image by exposing the film on the conveyed film at the exposure determined based on the image data, a heat developing means for heating the exposed film to develop and visualize the image, and a discharging means for conveying and discharging the developed film. The discharging means has a temperature detecting means for detecting the temperature of the film after the heating and controls the speed of conveying the film based on the result of the detection in the temperature detecting means.
