PROBLEM TO BE SOLVED: To provide a fixing member and a fixing device that have higher heat resistance of a release layer by forming the release layer of a mixture of fluorocarbon resin and heat-resisting resin on a surface of the fixing member, and an image forming apparatus equipped with these. SOLUTION: This fixing member is so constituted that the release layer on the outermost surface is formed of the mixture of the fluorocarbon resin 101 and the heat-resisting resin which has larger Martens hardness HM (ISO14577-1: 2002(E)A.2) at the temperature in fixing process than the fluorocarbon resin 101 and the angle of contact of the release layer with water is adjusted to≥80°.
