PROBLEM TO BE SOLVED: To provide a heat treatment device of organic material-containing water capable of preventing breakage of a heat exchanger in thermolysis of a dissolved organic matter in water. SOLUTION: This heat treatment device of organic matter-containing water comprises a heating reaction device for decomposing organic matter in raw water by heating the raw water to 100°C or higher in the presence of a persulfate; and the heat exchanger for heat-exchanging between treated water flowing out of the heating reaction device and the raw water. Among heat transfer plates composing the heat exchanger, those becoming higher than 100°C are made of a titanium-based metallic material, and a fluorine-based rubber material is used as gaskets for the heat transfer plates of 100°C or higher.
