<P>PROBLEM TO BE SOLVED: To provide a fuel cell for decomposing a generated toxic substance so as not to discharge it outside. <P>SOLUTION: In a casing, a plurality of cells 20 are disposed via separators, wherein a cathode layer 24 is formed on one surface of an electrolytic film 22 and an anode layer 26 is formed on the other surface thereof, and an oxidation-reduction reaction is generated via the film 22 to generate electromotive force between fuels such as supplied methanol and an oxidizer such as oxygen.
