<P>PROBLEM TO BE SOLVED: To alleviate the deterioration of the fuel battery performance due to flowing in of an electric current in the fuel battery cell with lowered voltage. <P>SOLUTION: A control unit 10 controls so that a part of the DC flowing in the fuel battery cell 7 may be branched and flowed in a bypass power circuit 8 in accordance with dropping to a prescribed voltage of the cell voltage of the fuel battery cell 7 having a bypass power circuit 8 connected.
