PROBLEM TO BE SOLVED: To provide a pneumatic tire reducing road noise in a frequency of 200 to 400 Hz area without lowering rolling resistance, and also to provide a method of manufacturing the pneumatic tire. SOLUTION: This pneumatic tire having a tread part formed of a cap tread 2 and an under tread 3 and having main grooves 4a and 4b extending in the tire circumferential direction formed in the surface of the tread part is formed in such a manner that the ratio a/b of the thickness a of the under tread 3 near the bottom part of the main groove 4a positioned on the outermost side of a shoulder among the main grooves 4a and 4b to the thickness b of the under tread 3 on the bottom part of the main groove 4a is set at 5 to 50, and the ratio c/d of the thickness c of the cap tread on the bottom part of the main groove 4a to the thickness b of the under tread is set at 1 to 40.
