The vehicle has a flexible, revolving apron (12) provided in a rudder (1), a load carrier (2) and a propulsion unit (3) that are linked with each other. The length of the apron is made smaller and longer by blowing air into and out of a pressure tubing, respectively. Wheel disks are rotated on the land when length of the apron is small and are submerged in water medium when the length of the apron is longer.
