<p><P>PROBLEM TO BE SOLVED: To provide a gas charge management system, a water charge management system, a gas charge management program, a water charge management program and a storage medium for reducing gas and water charges whose collection is impossible. <P>SOLUTION: In a gas charge management system 10, when gas for prepaid use charges is exhausted, a gas stop instruction is outputted from a computer 40 for intensive management to a microcomputer 22, and a gas valve 15 is closed so that the use of gas beyond the prepaid use charges can be made unavailable.
