<p><P>PROBLEM TO BE SOLVED: To provide an image encoder and an image decoder capable of extracting a thumbnail having a fixed length easily. <P>SOLUTION: The image encoder comprises an image encoding means for encoding image data by a hierarchy encoding system, a means for selecting the data of thumbnail among encoded image data such that the code length of thumbnail does not exceed a specified length, and a means for generating a code string such that a thumbnail thus selected is stored in the top hierarchy. <P>COPYRIGHT: (C)2005,JPO&NCIPI</p> |
