PROBLEM TO BE SOLVED: To contribute to recycling-oriented society advancement by using an agent a small amount of which can adjust soil particle sizes, compression strength, and compaction for improvement on solidification strength, preventing soil alkalization and simultaneously performing soil detoxication, and enhancing soil reuse and waste volume reduction. SOLUTION: The agent for improving, solidifying, and stabilizing soil and its quality is prepared by adding cement, a solidification enhancer, and a detoxification enhancer to fly-ash which is the main component, and by mixing them. The solidification enhancer may be calcium sulfate or aluminum silicate, and the detoxification enhancer may be a uniformly kneaded mixture of powders of sodium thiosulfate, iron powder, aluminum sulfate, chitosan, and citric acid.
