PROBLEM TO BE SOLVED: To provide a grouting agent which exhibits excellent permeation into the ground, has a high gel strength and is used for ground-improving constructions and water-stopping constructions in various civil engineering constructions, and to provide a grouting construction method using the same. SOLUTION: The grouting agent comprises an agent A comprising an aqueous solution containing an alkali metal silicate and an agent B comprising an aqueous solution containing an alkali metal aluminate and an organic acid. In the grouting agent, the alkali metal aluminate has an R<SB>2</SB>O/Al<SB>2</SB>O<SB>3</SB>molar ratio of 0.6-2.5 (wherein R is an alkali metal). In the grouting agent, the agent B contains 50-200 parts of the organic acid based on 100 parts of the alkali metal aluminate. In the grouting agent, the concentrations of the alkali metal aluminate, the organic acid and the alkali metal silicate are each at most 40%. In the grouting agent, the mixing ratio of the agent A to the agent B is 10:90 to 90:10.
