PROBLEM TO BE SOLVED: To provide a low-fogging and low-polluting flexible flame-laminable polyurethane foam using a nonhalogen-type organophosphorus flame retardant and being small in compressive residual strain and excellent in flame laminability, foaming stability, and flame retardancy. SOLUTION: The polyurethane foam contains a nonhlaogen-type organophosphorus flame retardant as a flame retardant. The organophosphorus flame retardant comprises a non-oligomeric hydroxyl-free organophosphorus flame retardant and an oligomeric organophosphorus flame retardant having a phosphorus content of 10 wt.% or higher and having at least three phosphoric ester units. It is possible to obtain the flame-laminable flexible polyurethane foam having good compressive residual strain, foaming stability, and markedly excellent fusibility by using a combination of a non-reactive non-oligomeric hydroxyl-free organophosphorus flame retardant with a specified oligomeric organiphosphorus flame retardant as the nonhalogen-type organophosphorus flame retardant.
