PROBLEM TO BE SOLVED: To provide a sludge electrolyzer which can prevent the adhesion and accumulation of hair, garbage pieces, scum, and the like, onto an electrode, prevent a deterioration in electrolyzer capacity due to obstruction of current application, and dispense with the installation of a stirrer. SOLUTION: A direct current is applied to surplus sludge A introduced into a volume-reducing tank 1, thereby sterilizing microorganisms in the surplus sludge A. A rotary shaft 23 is installed so as to penetrate the center of a plurality of circular electrode plates 22, and each electrode plate 22 is rotated around the rotary shaft 23 by a drive unit 21.
