PROBLEM TO BE SOLVED: To suppress erroneous detection when it is detected that abnormality is generated in a variable valve timing mechanism. SOLUTION: A target valve timing is determined in response to the detected operation state of an internal combustion engine by an operation state detection means for detecting the operation state of the internal combustion engine and the valve timing of at least one of an intake valve or an exhaust valve is changed. Actual valve timing detected by a valve timing detection means is controlled so as to be converged to target valve timing and a target valve displacement angle is retained to a predetermined value at a predetermined vehicle speed for a predetermined time. Difference of the target displacement angle and the actual displacement angle is calculated and if the difference is larger than an abnormality determination value, it is determined that it is abnormal and when the difference is smaller than the abnormality determination value, it is determined that it is normal.
