PROBLEM TO BE SOLVED: To plant trees on a sidewalk and a parking lot provided on the artificial ground or the rooftop. SOLUTION: This tree planted parking lot and sidewalk for the artificial ground are composed of a frame body for paving block divided into a block part forming part and a water permeation part or tree planting part forming part and a soil holding panel body having a load receiving base projecting on a plane. When spreading and providing the frame bodies for paving block in an upper part where soil holding parts are spread and provided, they are distributed in such a way that the load receiving base and the block forming part agree mutually, soil is filled into the soil holding panel body, and blocks are filled or formed in the block forming part.
