PROBLEM TO BE SOLVED: To provide an electrode for oxygen reduction capable of producing hydrogen peroxide with high efficiency without depending on the alkali concentration, and to provide a device and a method for producing hydrogen peroxide using the electrode for oxygen reduction. SOLUTION: In the device 1 for producing hydrogen peroxide wherein at least a part of a pair of electrodes 3 and 4 is dipped into an electrolytic solution stored into an electrolytic cell 2, and hydrogen peroxide is produced in the electrolytic solution by electrochemical treatment, as the electrode 4 for the cathode, the one for oxygen reduction obtained by coating at least a part of the surface of an electrically conductive electrode substrate with a material containing the group Va and VIII elements in the Periodic Table, e.g., Ta and Pt is used.
