PROBLEM TO BE SOLVED: To perform access control for authentication processing and service provision requests even from a network having no accounts without requiring sharing in advance of secret information.

SOLUTION: A service providing server which a user requests to login first accepts authentication information of the user and management apparatus information (authenticating server information) (S102), specifies an authenticating server serving as a management apparatus as an inquiry destination on the basis of management apparatus information (S104), sends authentication information of the user to the specified authenticating server as the inquiry destination (S106), and performs authentication processing in the authenticating server as the inquiry destination which manages an account of the user (S108 to S116). The service providing server refers to an authentication result returned from the authenticating server as the inquiry destination to execute authentication processing about the user requesting to login (S120 to S126). After this user authentication, the server responds to a service request which the user desires. (S128 to S132).
