PROBLEM TO BE SOLVED: To provide a method for more effectively detoxifying sludge or soil containing a large amount of sulfur compounds generated in a hot spring, a geothermal plant, or the like, and containing mercury compounds difficult to be treated by an organic chelate-based heavy metal treating agent. SOLUTION: The mercury compounds-containing sludge or soil is oxidized to convert reductive sulfur compounds, such as S<SP>2-</SP>and S<SB>2</SB>O<SB>3</SB><SP>2-</SP>, into elemental sulfur or a sulfate ion (SO<SB>4</SB><SP>2-</SP>), and then the elution of heavy metals is controlled by adding a heavy metal treating agent to perform detoxification treatment.
