PROBLEM TO BE SOLVED: To prevent an electronic ticket from being illegally acted and to attain a high-speed processing in an automatic ticket checking machine or the like.

SOLUTION: An IC card 1 has a memory 2 consisting of a ticket data area in which ticket data with electronic signature are to be recorded and a ticket checking data area in which ticket checking data to which electronic signature is not applied are to be recorded and functioned as an electronic ticket and receives the ticket data with the electronic signature which are transmitted from a control part 11 in a server 10 through a communication control part 12 via a network 40 through a communication control part 4 and a control part 3 records the ticket data in the ticket data area of the memory 2. A control part 31 in the ticket checking machine 30 writes and/or read out the ticket data in/from the IC card through a communication control part 32 and quickly writes and/or read out examination data in/from the checking data area of the memory by performing mutual authentication based on a common key system.
