PROBLEM TO BE SOLVED: To provide a method of manufacturing thermoelectric conversion device which can manufacture a plurality of concentrated thermostats with a lower cost. SOLUTION: First metal wires 31a to 38a and second metal wires 31b to 38b are formed on an insulating sheet 12 by using a glass substrate in which a non-transmissive mask is formed in the same shape as the first metal wires 31a to 38a. Namely, it is no longer required to individually prepare for the glass substrate to form the first metal wires 31a to 38a, and the glass substrate to form the second metal wires 31b to 38b.
