PROBLEM TO BE SOLVED: To provide a fixing device which forms an image of high quality by suppressing paper wrinkling, image shifting, etc., and further an image forming apparatus. SOLUTION: The fixing device which fixes a toner image carried on a sheet P is equipped with a rotatable fixing roll 61, an endless belt 62 which is movable in contact with the fixing roll 61, and a pressure pad 64 which is arranged inside the endless belt 62 and presses the endless belt 62 against the fixing roll 61 to form a nip part N where the sheet P passes between the fixing roll 61 and endless belt 62.
