PROBLEM TO BE SOLVED: To provide a pre-coated metal plate which prevents a fault by static electricity caused by the friction of a coating film when used in a household electric appliance, a building material, etc., and is excellent in processability and a method for producing the metal plate. SOLUTION: In the antistatic pre-coated metal plate, a coating film layer 24 and a thin film antistatic coating film layer 26 which has a film thickness of 1-10μm, is thinner than the coating film layer 22 of a lower layer, contains a low electrostatic charge substance 28, and is formed on the surface layer of the coating layer 24 are formed. An isocyanate derivative is used appropriately as the low electrostatic charge substance. The pre-coated metal plate can preferably be produced by the simultaneous multi-layer coating of the coating film layer 24 and the thin film antistatic coating film layer 26.
