PROBLEM TO BE SOLVED: To solve the problem wherein a conventional toilet paper holder is very troublesome since there is a case of picking and extracting toilet paper by lifting a cover a little by hand. SOLUTION: This method sends out the toilet paper while upwardly moving a dispensing part 3 having a paper dispensing property for trying to return to an original position, by resisting only its reverse rotation direction, without resisting the rotational direction when pulling out the paper via a flexible part 2 by being associated with a lift, by lifting the cover since a pressed-down and contracted space tries to return to an original position by an elastic part 1, when removing force by finishing to cut the paper, by lowering of the dispensing part 3 via the flexible part 2 by being associated with contraction, by the contraction of a space between the cover held by the elastic part 1 and the toilet paper by force for pressing down the cover when cutting the toilet paper.
