PROBLEM TO BE SOLVED: To obtain a communication service providing system which establishes bidirectional communication by applying an alternative function when there is a communication function which cannot be used by restriction of operation environment of a user terminal. SOLUTION: A service control means 103 analyzes meaning of communication operations received from each user terminal and determines a data form which is the one for transmitting the communication operations and can be converted according to the operation environment of other user terminals. A data generation means 104 creates data in the data form determined by the service control means in order to provide it to other users. A plurality of expression means (means corresponding to each communication function) are prepared for one communication operation and communication service adapted for arbitrary user environment is provided by providing the service control means 103.
