PROBLEM TO BE SOLVED: To provide a building construction panel which is thin, lightweight and inexpensive and can also serve as a structural member with high heat insulation efficiency. SOLUTION: The surface of a plate is coated with a heat insulation paint to form a heat insulation layer thereon, and if necessary, also covered with a base board constituting a finished material layer.
