PROBLEM TO BE SOLVED: To provide a surface treatment agent for electroless nickel plating capable of forming a protective film having corrosion resistance and discoloration resistance equal to those of a protective film formed with a chromic acid-based surface treatment agent, to provide a protective film on the surface of an electroless nickel plating film, to provide its production method, and to provide a product having a nickel plating film coated with the protective film. SOLUTION: The surface treatment agent for electroless nickel plating film is composed of an aqueous solution containing, by mass, a 0.1 to 10% molybdenum compound, a 0.01 to 5% tungsten compound, a 0.1 to 12% phosphoric compound, a 0.01 to 3% sulfuric compound and a 0.01 to 12% silicic compound, and forms a protective film comprising 30 to 90% oxygen, 0.1 to 30% silicon, 0.01 to 18% nickel and 5 to 50% phosphorus on an electroless nickel plating film.
