PROBLEM TO BE SOLVED: To control the transmission of a message when using a terminal device as a receiving terminal, in consideration of the transmission source address of a desired message, the format of the message, the presence or absence or the format of data to be added to the message, the priority or importance of the message, and a transmission system of the message to the reception terminal device based on character strings contained in the message. SOLUTION: A message control apparatus 20 acquires the transmission source address of a desired message, the format of the message, the presence or absence or the format of data to be added to the message, the priority or importance of the message, a transmission system of the message to the reception terminal device set based on character strings contained in the message as receiver side conditions when using the terminal device as a receiving terminal, and registers them in a receiver side condition database 23. The apparatus 20 decides a method of transmitting the message to the receiving terminal on the basis of the receiver side conditions to control the transmission of the message.
