PROBLEM TO BE SOLVED: To provide a lighting substrate which can obtain high lighting efficiency without carrying out white color print or the like and attaching another member to a substrate surface. SOLUTION: A reflection region 612 consisting of a printed wiring region 612a formed of a metal layer of a required shape and a reflection complement region 612b formed of a remainder of the metal layer wherefrom a gap region 616 for ensuring electrical insulation of at least a wiring pattern is removed is provided to the side of a surface 611a of a printed wiring substrate 611 provided with an LED 613 which is a light source, a resistance element 614, a connector 615 or the like. Light cast from the LED 613 to the surface 611a side of the printed wiring substrate 611 is reflected by the mirror surface-like reflection region 612 and lighting efficiency of the lighting substrate 610 is raised.
