PROBLEM TO BE SOLVED: To automatically create a very convenient user interface. SOLUTION: A web server 100 provides a web site to a user terminal 200 via a communication network 10 and stores web pages accessed by the user terminal 200 in association with information indicating frequency of access. Starting with the web page with the higher frequency of access, the web site 100 extracts words characteristic for the web pages according to the similarities among words. For each user, the web server 100 creates an identification tree that classifies the web pages according to the words extracted. The web server 100 determines a user interface including link objects where words serving as the nodes of the identification tree created are described, and creates portal pages using the user interface.
