PROBLEM TO BE SOLVED: To evaluate dynamic wettability at very high-speed oscillations of a meniscus. SOLUTION: While a liquid to be measured 7 is introduced from a liquid inlet part 6 and made to permeate liquid permeation space 4, made of a gap constituted by opposing two surfaces to each other, meniscus is oscillated by changing the length of the gap of the liquid permeation space 4 in an oscillating manner, by means of an actuator 12. By measuring the rate of permeation of the liquid to be measured 7, at this time, dynamic wettability is evaluated. The permeation rate is estimated by a fluidic force acting on a lower plate 1.
