PROBLEM TO BE SOLVED: To prevent a left refuse-storing bag made of a polyolefin-based resin from being damaged by eating away and bag-breaking by a troublesome animal such as a dog, a cat and a crow by imparting animal repelling activities to the refuse bag made of the polyolefin-based resin such as a generally used polyethylene bag. SOLUTION: The animal-repelling refuse bag is obtained by mixing fine powder of a processed product of tobacco leaves obtained from cigarette waste, a recovered cigarette butt, or the like, with the polyolefin-based resin, forming the mixture to a pellet shape, mixing the resultant polyolefin-based resin pellets with a polyolefin-based resin as a molding material, forming the resultant mixture to a cylindrical film by an inflation molding, cutting the cylindrical film into a prescribed length, and sealing its bottom part.
