PROBLEM TO BE SOLVED: To provide a monitoring system and a monitoring apparatus provided with a plurality of authentication members for executing different control depending on the kind of the authentication member in an authentication state. SOLUTION: An R/W unit provided in a pachinko game machine is turned to the authentication state of a responsible official mode by a master card key and turned to the authentication state of an attendant mode by a shift card key. In the R/W unit, communication is performed with a monitoring tag provided on the monitoring member of the pachinko game machine and the movement of the member is monitored. In a monitoring processing, while the transmission (S201) of calling waves from a monitoring antenna is not performed in the authentication state of the responsible official mode (S200:YES), in the other states (a non-authentication state and the authentication state of the attendant mode), the calling waves are transmitted (S201) from the monitoring antenna, the presence / absence of the return of reflected waves from the monitoring tag is judged (S202), whether an ID code included in the returned reflected waves matches with the one registered beforehand is judged (S203), and monitoring is performed.
