PROBLEM TO BE SOLVED: To solve the problems wherein an antibacterial agent conventionally used for antibacterial use contains heavy metal ions to cause the problem of toxicity, only provides the instant antibacterial activities, and is not expected to have a long-term activities. SOLUTION: A treating agent is obtained by polymerizing and reacting an advanced amine, boric acid and the like which are harmless existing compounds, and formulating and mixing a cationic aqueous emulsion as a binder therewith in the polymerization and reaction step. The strong antimicrobial activity and persistence thereof are imparted by applying the treating agent to the inner side of a case or the surface of paper or cloth covering a food so as to form 5-10μm thickness to remove the bacteria and rot of the perishable food accompanying the preservation and transportation thereof.
