A switching element which has its switching characteristics stabilized with a transfer probability enhanced, and has bistable characteristics. The switching element has an organic bistable material layer (30) that contains an organic bistable compound having two types of stable resistance with respect to an applied voltage and is disposed between at least two electrodes, and comprises a first electrode layer (20a), a charge injection inhibiting layer (40), an organic bistable material layer (30), and a second electrode layer (20b) sequentially formed as thin films in the order mentioned on a substrate (10), wherein the charge injection inhibiting layer (40) consists of a conduction layer that makes smaller a charge injection amount from the first electrode layer (20a) to the organic bistable material layer (30) than that directly injected from the first electrode layer (20a) to the organic bistable material layer (30) without providing the charge injection inhibiting layer (40).
