PROBLEM TO BE SOLVED: To provide a dust-scattering inhibiting method capable of effectively preventing splashing of dust from a solid waste discharged from a garbage incineration furnace, and a dust-scattering inhibiting agent and to improve working environment at conveying/transporting work of the solid waste in the garbage incineration furnace, for example, loading work and transporting work of the solid waste from a treatment object pit and a treatment object bunker or reclamation work at a final disposal plant. SOLUTION: In the dust-scattering inhibiting method, the dust-scattering inhibiting agent containing rubber is kneaded relative to the solid waste discharged from the garbage incineration furnace. The dust-scattering inhibiting agent comprises an emulsion in which rubber is emulsified in water. Further, in the dust-scattering inhibiting agent, the solid waste is incinerated fly ash.
