PROBLEM TO BE SOLVED: To suppress decrease in reproducibility of an image in the main scanning direction and to keep a gradation expression equal to the high density image data, when the high density image data is formed by an image forming mode corresponding to the low density image data in the main scanning direction. SOLUTION: An image forming apparatus containing a laser printer having a modulation means 23 for modulating a laser beam emitted by a semiconductor laser in accordance with an image signal is provided with an image signal generator 64 which can convert the first image data D[1:0] with the first density of 1,200 dpi and the first gradation number 4 into the second image data A[3:0] with the second density of 600 dpi being lower density than the first density and the second gradation number 16 being larger gradation number than the first gradation number per the adjoining multi-pixel in the main scanning direction to per the less number 1 than the multi-pixels 2 and generate an image recording indication level width corresponding to the data value of the second image data and an image signal [(b) of Fig. 8 (b), not shown] at a generation timing within one pixel recording period and output them to a modulation means 23.
