In an electronic power converter apparatus, a first, step-down capacitor (C1), a first, half-wave rectifying diode (D1) and a second, smoothing capacitor (C2) are inserted between first and second input connection parts (T1,T2) for AC reception. A second diode (D2) for discharging the first capacitor (C1) is inserted between the second input connection part (T2) and an input end of the first diode (D1). An AC from an AC power supply (S) is divided (dropped) by the first and second capacitors (C1,C2), DC converted by the first diode (D1), smoothed by the second capacitor (C2), and supplied to a load side via first and second output connection parts (T3,T4) with the output voltage defined by Zener diodes (ZD1-ZD4).
