Data (1) and clock signal (2) are entered into a phase detector (3). A counter (6) is coupled to the phase detector for output control. A flip-flop (8) is connected to the output (7) of the counter to set and reset based on the counter reading. A low-pass filter (12) and a trigger component (13) are coupled at the flip-flop output. An Independent claim is also included for the clock recovery circuit which operates locking detection circuit.
